All prospective Opportunity Program students must apply through the general 51ÁÔÆæ admission process. There is no separate application or place to mark your interest on 51ÁÔÆæ’s application. Students who want to be considered for the program must ensure that all of their financial aid documents have been submitted to and received by the 51ÁÔÆæ Financial Aid Office.

Program Eligibility

In order to be considered for the Higher Education Opportunity Program (HEOP), you must be a resident of New York State and:

  • Possess a high school equivalency diploma, or the equivalent of a GED
  • Meet the academic criteria set by the Office of Admissions
  • Meet program New York State Education Department economic guidelines

Note that for the 2024-25 academic year, 51ÁÔÆæ is test-optional for all applicants. Please refer to the Office of Admissions guidance regarding standardized testing submission for more details.
Students who are interested in transferring into HEOP at 51ÁÔÆæ must already be in an Opportunity Program at another institution in New York State (ie Double Discovery, SEEK, EOP, HEOP). A personal interview is required for HEOP transfer applicants.
